Venetian Gondola

I have a large, oil painting on canvas either late 17th or early 18th century that is currently with a conservator. Unfortunately, I have to make a call as to whether restore/save it, which will result in total investment (incl. acquisition) of ~$4,500. Per conservator, the canvas has been relined and further undergone other parts of restoration (dating either late 19th or early century). Per outer markings upon frame removal, possibly was previously in an oval frame, cut and put into current square gold frame. Dimensions are unframed 21.5 x 28.5 x 1, framed 27 x 33 x 2. The spoiler it sits on is very old as well; subject appears to be arrival onto the island of San Giorgio Maggiore overlooking Venetian lagoon. Of note, architectural liberties are reflected in number of areas of painting. No provenance known (thrift auction) and only marking is an ‘F’ between gondolier and ferro. I originally speculated that subject matter was of Catherine the Great and future empress Maria Feodorovna (who did visit Venice in 1782 and Francesco Guardi was commissioned for 6 paintings to commemorate). This painting may be by a minor or local artist who created this image to sell to tourists. I would like to explore selling this large painting either before or after conservation/restoration.

Acquired through thrift auction back in June 2022, I've run item through the Art Loss Register and had Freeman art consultancy look at it. Originally hoped that it might be from Guardi's workshop but doesn't appear so based on quality. I do still think subject matter is tied to the above noted people given physical looks and sash on arm of person on the gondola station.
