The presented object appears to be a Japanese officers sword called Kyū-Guntō. This mixture between Japanses sword tradition and Western designs was in usage between 1872 to 1937. The flower decor is the heralic sign of the Japanese Emperor the Tenno.
This piece is in good condition and there is no serious damage visible in the images provided.
A fair market estimation would be between 600 to 1.000 USD.
