Considering the photographs, overall pattern, tag and the colours, I concluded that this is an Entirely Hand Made Steiff German Teddy Bear. The piece dates back to the period from 1920 to 1930. Since the piece does have shoe button eyes, we can conclude that considering the overall composition, this piece does not date later than 1930. The shou buttoned pieces were heavily made till mid 1920's and after 1930's the glass eyes became the standart. Your piece is ginger or dark blond as usually referred. Some pieces from pre WWII period were stocked, buttoned and sold after the WWI and there is a slight chance that this piece is one of them as well but there is no specific way to figure out since this was an extraordinary case. The piece's paws were somewhat restored as well as it's ankles but not in a professional manner. The piece has a shaved muzzle, depicting the characteristics of the period. The piece is in fair condition with signes of use and age.
