This was probably made for the export (tourist) market
Based on the photos and information provided, and subject to examination, this is:

An antique Pre-Columbian style polychromed earthenware footed cup
In the Mayan style, probably late 19th / early 20th Century
Of circular section with black polychrome decoration to exterior, on a flaring foot.
4 3/4 inches high, diameter 6 1/4 inches at top; diameter 3 3/4 inches at base
CONDITION: with some surface wear consistent with age
