Thank you for contacting Mearto with your appraisal inquiry.
"Rock Hard" looks more like a signature to me though I've tried to find an artist whose name has some of those letters but haven't come up with anything but this is a very attractive painting of good size - not too big, not too small - and the market for Western American art is pretty strong at the moment.
Based on the photos and information provided, and subject to examination, this is:

Western mountainous landscape
oil on canvas
inscribed "Rock hard"? lower left
canvas 36 by 48 inches; giltwood framed 48 by 60 inches
