What you are describing as the sugar bowl looks more like a fruit bowl to's too large to be a waste bowl (for used tea leaves) and is also too large / doesn't have a rim and/or cover to be a sugar bowl.

unidentified pattern, made in Japan, bearing the "Komaru" or "Maruki" backstamp in use from circa 1910, comprising:
