What you are describing as the sugar bowl looks more like a fruit bowl to me...it's too large to be a waste bowl (for used tea leaves) and is also too large / doesn't have a rim and/or cover to be a sugar bowl.
Based on the photos and information provided, and subject to examination, this is:

An antique 38-piece set of Noritake parcel gilt part dessert service
unidentified pattern, made in Japan, bearing the "Komaru" or "Maruki" backstamp in use from circa 1910, comprising:
12 plates
10 cups & 10 saucers
