Considering the photographs, overall pattern, porcelain quality and the colours, I concluded that this is a Hand Painted Hummel-Goebel Figurine named as Max and Moritz or as commonly known as "Good Friends". The piece depicts two children in a sincere and playful pause with smiling faces as a reflection of the feeling of happines. "Good Friends" was released around 1940 for the first time and first designed by master sculptor Arthur Moeller. The mark underneath the piece was used on Hummel-Goebel pieces between 1950-1956. Therefore the piece dates back to this period as wel. The details of the figurine is less detailed and precise compared to the earlier versions. The "Germany" stamp also exists on the piece as wel as the cold stamp serial number of 128. The piece is in good condition without any significant visible problems.

Entirely hand decorated.
