The style of the piece is qing hua (blue/white), also referred to as Ming, since this style of export porcelain was produced during the Ming Dynasty. Figures are painted in blue underglaze. Some play instruments, carry Japanese flags, hold umbrellas. Their attire is Japanese.
The painting style and quality are similar to pieces made in the 17th-8th century, especially Chinese Kangxi porcelain. The kanji on the base does not indicate era. It could be the name of the company or artists. I was not able to match it to any known ones.
