56"x18.5" old silk on paper picture of houses and flowers. Father took home from WWII. Has black scroll bar with flowers on ends.

Must be pre-WWII or older. Don't know much about it.

What does this mean?

Thank you for your help and patience. My sincere apologies for the delay with the appraisal.

The presented object appears to be an ink drawing on silk with measurements of 56"x18.5" inches. The painting depicts a Japanese castle or temple. The architecture reminds me more of a Shintoist temple. It was probably made in the Meiji or Showa period. This artwork was confiscated in Japan in WWII and brought as a trophy by a GI to the USA.

Sadly no additional information for an artist with this name fitting in style and motif is given by reference books and databases. 
Comparable objects were recently offered and sold on the international auction market. 
This piece is in good condition and there is no serious damage visible in the images provided.
A fair market estimation would be between 300 to 600 USD.
This estimate is based on actual recent past recorded auction sales of comparable items. Retail "asking prices" can be higher and may vary.
