Imari porcelain plate. Rust spots, spurs. The paint on the front of the plate seems dull, not shiny. Scalloped edges. 8.5 inches wide.

This is an Imari ware plate. These kinds of plates were produced during the 17th and 18th century. They often have a blue and red color scheme and use floral designs. The back of the plate has the Chinese Ming Dynasty seal. Based on sales of similar items, the Fair Market Value is between $200 and $225. I have added links below to similar plates.
