What does this mean?

Dear Toni,

Thank you for your help and your patience.

The presented object appears to be a porcelain brooch with unknown measurements. The porcelain plate depicts a woman in a costume and style of the Empire period around 1800. This portrait reminds me of the Dutchess Louise of Mecklenburg-Strelitz, who was the Queen of Prussia and famous for her beauty, modesty, and her populism. Probably the porcelain plaque is partly printed and then the details are handpainted. Sadly this is just visible with a magnifier glass. The brass mounting covers the reverse side of the porcelain piece to have a look if there is a porcelain hallmark. The mounting on the sides appears to be made out of gold. This piece could be made in one of the German states like Prussia in the 19th century.
This piece is in good condition and there is no serious damage visible in the images provided.
A fair market estimation would be between 100 to 250 USD.
This estimate is based on actual recent past recorded auction sales of comparable items. Retail "asking prices" can be higher and may vary.

With kind regards,
Georg
