Glass piece with top

I can't tell what that last photo is trying to show - is it a condition issue? If so, please let me know so I can include it in the description.
Based on the photos and information provided, and subject to examination, this is:

A vintage Czechoslovakian wheel etched amber cut-to-clear and overlay glass decanter
20th Century
Of circular section and baluster form with tear-drop stopper with foliate decoration, shaped spout, elongated neck with panel decoration, the body with tulip and rosette decoration, apparently unmarked
8 inches tall, 4 inches diameter
CONDITION: appears to be in good condition
PROVENANCE: inherited
