This would not originally have been on the floor but most likely would have been over a fireplace mantel
The "plaster" you are seeing is "gesso," which was a common layer on which to add paint, gilding or other kinds of decoration.
Based on the photos and information provided, and subject to examination, this is:

A vintage Louis XVI style gessoed and giltwood and porcelain mounted pier or overmantel mirror
In the French taste, first half 20th Century
The rectangular mirror frame surmounted by an arched crest inset with a Wedgwood style bisque porcelain medallion with figures, two turned finials, the mirror plate divided with relief-carved and giltwood figures in the upper reserve. With beveled glass in the frame. Unlabeled.
72 inches tall, 28 inches wide
CONDITION: crest possibly with later alterations or repairs
