Considering the photographs, overall pattern, glass and metal quality and the colours, I concluded that this is a Bohemian Glass Style Candle Holder dating back to the period from 1970 to 1990. The piece was hand made but by using electrical machines. So the cuts are executed by a person using a electrical carving tool. This Bohemian style floral glass carving technique was very popular all around the world, especially in the Western market throughout the last quarter of the 20th century. It is likely made in U.S, very little likely that it was exported from Europe. Most of the details on this piece are made by molding techniques rather than carving. The piece has geometrically constructed patterns rather than floral patterns, the base of the item is also carved. The piece has a likely brass metal piece placed inside the glass body to hold the candle and protect the glass. The piece's decorational area was divided into several area and the decorations were duplicated in the divided areas. Quite decorative with geometrical patterns. The piece is in good conditon without any visible problems.
