Considering the photographs, overall pattern, glass quality and the colours, I concluded that this is a Bohemian Glass Style Ashtray or Small Platter dating back to the period from 1970 to 1990. The piece was hadn made but by using electrical machines. So the cuts are executed by a person using a electrical carving tool. This Bohemian style floral glass carving technique was very popular all around the world, especially in the Western market throughout the last quarter of the 20th century. It is likely made in U.S, very little likely that it was exported from Europe. Smaller details are made by molding techniques rather than carving. Piece was likely used as an ashtray or a small platter for candy offerings. Very decorative with central flower shapes. The piece is in good condiiton without visible chips or cracks.
