What does this mean?

This is a Chinese porcelain vessel decorated with dragon and cloud motifs. It is “qing hua” (cobalt on white), popularly produced during the Ming Dynasty (1368 to 1644) and later. There appear to be small rust spots on the surface as with the other piece you submitted for appraisal. The seal on the base is the Qianlong Emperor reign mark (1735-95). The Fair Market Value of this piece is between $250 and $500.
