I’m assuming this is a hand painted antique vase from Vienna Austria. I included a picture of the bottom of the vase. 12 inches tall, 4 inch diameter.

An antique Art Nouveau hand-painted porcelain bough pot
made in Vienna, Austria, late 19th/early 20th Century
Bearing green importer's mark used from around 1885 by Leonard, then Bawo & Dotter followed by Charles L. Dwenger and finally Paul A. Straub
Of cylindrical form with slightly tapered waist, boldly decorated with large blossoms on a yellow ground, marked underneath with green importer's mark (rubbed)
12 inches tall, 4 inch diameter
