Considering the photographs, overall pattern, porcelain quality and the dress, I concluded that this is an Entirely Hand Painted Porcelain Headed Doll. The piece dates back to the period from 1920 to 1940. The piece reflects the characteristic features of early 20th century mid-range quality porcelain dolls. The piece is not jointed which is a key aspect to determine the quality as a toy. Rest of the piece is made of likely papier mache or composite materials. The piece has a circle mark on the back of it's neck which is used on some German Made pieces without a specific documented brand. The piece is in good condition with signs of use and age, cracks on the head.
